The model is only as good as the politics around it

A Setu Unit holds money, employs people, and decides what gets built. That makes it worth capturing. Every safeguard on this site — sortition, audit, the maintenance floor, the recall petition — is a defence against a political culture that would otherwise absorb it within two election cycles.

So the honest position is this: the community model cannot fix politics, and politics as it currently works would probably break the community model. Both have to move.

The questions this page will work through

1. Local government capacity. The 73rd and 74th Amendments devolved functions without reliably devolving funds or staff. What would it take for a ward or panchayat to actually be able to receive what this model sends it?
2. Where the unit sits. A Setu Unit must supplement the elected local body, never compete with it or quietly replace it. What is the precise relationship, and who resolves a dispute between them?
3. Candidate quality and criminality. What can be changed within the constitutional framework, and what genuinely requires amendment?
4. Campaign and party finance. Local development money and election cycles are a combustible mixture. What separation is enforceable?
5. Accountability between elections. Five years is a long time to wait to express an opinion about a drain. What mechanisms exist, and which of them survive contact with a determined incumbent?
6. Administrative reform. Postings, tenure, transfers and political interference in the officials a unit would have to work with every day.
7. The role of data. Public dashboards change political behaviour. Where has that worked, where has it been gamed, and what does that imply for the Setu Index?
